If you decide to do it for whatever reason, you should at least have the decency to put high levelled Pokemon in the area so that it's not an absolute chore to level up. Having to grind up 5-10 levels every few hours isn't a fun experience and you should never force your players to do so. The main way to do it would be through the level curve, which Dark Rising's creator did, but instead of making it a smooth curve where they game always seems to be just ahead of you, trainers suddenly jump a bunch of levels up.
